MOVE members stand in front of their headquarters in the Powelton Village section of West Philadelphia brandishing weapons and speaking their message over a megaphone. Part of MOVE's methodology was to be loud and unhygenic to the point where neighbors would demand the city to take action. This was a tactic they began to use in the 1970s but became a frequent strategy later on. The guns also represent a change in their initial ideology from protesting police brutality to actively fighting with police.

Philadelphia Police and Firefighters take cover during a shootout with MOVE on August 8, 1978. Police arrived that morning to serve arrest warrants for several members of MOVE. What ensued was a violent shootout, the first armed confrontation between MOVE and the police. In the crossfire, Officer James Ramp was shot in the neck and killed. Nine members of MOVE were sentenced to prison for the shootout and the killing of Officer Ramp. MOVE denied that they killed Officer Ramp. They argue that the shot came from the police's side of the street. Forensic evidence did not back up that claim, but since the city bulldozed MOVE's headquarters very shortly after the shooting, some bought into the conspiracy. They dubbed the "wrongly arrested" group the "MOVE 9", and began constant protests for their release. This incident sent a message to city officials that any dealings with MOVE had the potential to turn violent. With that in mind, the city often took an appeasement approach to MOVE as to avoid another shootout.

Despite reaching an agreement with the city about vacating the property they were using as headquarters, MOVE backed out of their end of the deal. Police arrived at MOVE's headquarters early in the morning of August 8, 1978 with the intent of evicting them from the property and serving arrest warrants for several MOVE members. For about a full minute, a firefight raged between police and MOVE. Officer James Ramp was killed, and twelve policemen and firemen sustained injuries. MOVE claimed that they were not responsible for Officer Ramp's death, and immediately began protesting to free the nine members (the so-called "MOVE 9") who were arrested and imprisoned for Officer Ramp's murder. Mayor Frank Rizzo said that MOVE was "an uncivilized foe that we were forced to deal with with civilized rules."

Despite the title, the MOVE organization is not mentioned once in this review of Mayor Goode's first year in office. While the city had not had any significant clashes with MOVE in almost five years, the group had not gone away in the years following Officer Ramp's death. Later investigations showed that Goode was briefed on the threat of MOVE when he took office in 1984. This interview sheds some light on Goode's level of preparation before he approved the bombing.

Members of MOVE pose in front of their Powelton Village headquarters. This photo was taken in the same year as the clash with police that left Officer James Ramp dead. The outstretched fist is a common symbol of the Black Power movement, used most frequently by the Black Panthers. While they had yet to clash with police when this photo was taken, MOVE's aggressively pro-black stance was a direct threat to the policies of the Rizzo administration. As MOVE became more vocal and more of a presence in West Philadelphia, it was only a matter of time before the city responded.

The Case of Mumia Abu-Jamal

While not a member of MOVE, Mumia Abu-Jamal (born Wesley Cook) was a Philadelphia native and member of the Black Panther Party. He was a critic of Philadelphia Police and their treatment of MOVE members, particularly following the arrests of the MOVE 9. In 1981, Abu-Jamal was arrested and charged with first-degree murder for the killing of Officer Daniel Faulkner. He was found guilty and sentenced to death, but the death penalty was dropped in 2011 after numerous appeals. This event, in conjunction with Officer Ramp's killing, created an unsafe environment for police officers and made further confrontations with MOVE or their supporters politically dangerous for top city officials. Abu-Jamal's arrest and conviction united MOVE in further opposition of the police and city officials. MOVE soon advocated for his release as well as the release of the MOVE 9.

John Africa, seen here in the car with sunglasses, is released after being acquitted on weapons possession and conspiracy charges in 1981. Africa (formerly Vincent Leaphart) founded MOVE in 1972. He insisted that all members of MOVE change their surname to Africa to signify that they were all one family. MOVE's politics were often confusing and contradictory - they claimed to be close to nature, but they lived and operated in Philadelphia. Their unclear positions initially allowed neighbors to ignore them, but as they got louder and more violent, they could no longer be overlooked.

Frank Rizzo, who served as Police Commissioner and later Mayor, created a police department that gained noteriety for brutalizing minorities.<br /><br />In 1972, West Philadelphia native Vincent Leaphart established the "Christian Movement for Life", an organization dedicated to "back to nature" ideals as well as combating corruption, racism, and police brutality. MOVE moved into a row house at 6221 Osage Avenue in 1982. They quickly began turning the home into a fortress. Some exterior changes are visible in this photograph, such as the boarded up windows, megaphones attached to the walls, and the bunker on top of the roof. That bunker would prove to be a major issue for Philadelphia Police, as it gave MOVE a tactical advantage. They controlled the highest point on Osage Avenue and could prevent police officers from coming in through the roof. As time passed, they let the compound become filthy and blared obscenities through their loudspeakers, forcing neighbors to plead with the city to do something about MOVE.

This article covers the tenure of controversial Police Commissioner Frank Rizzo as he began his campaign for Mayor. While Rizzo would ultimately win the election, he did it mainly through support of low and middle-income white Philadelphians. Under Rizzo's reign, the police department had gained a reputation for unnecessary violence against black people, homosexuals, and anyone else whose lifestyle Rizzo disagreed with. Even those who had not committed a crime found themselves on the wrong side of Frank Rizzo; a black DJ who reported a gang fight to police claimed that Rizzo kept a gun trained on his head and said, "Make one false move, you black son-of-a-bitch, and it'll take 36 doctors to put you back together again." Rizzo was almost singlehandedly responsible for creating a culture of brutality against minorities in Philadelphia. MOVE was formed in response.

This image of Delbert Africa's arrest gained national noteriety. Delbert Africa was a member of MOVE and was arrested as one of the "MOVE 9" in the shootout that killed Officer Ramp. Here, he strikes a pose reminiscent of Jesus on the cross as Phildelphia Police put a gun to his throat. Rightfully or not, this image helped to further portray Philadelphia as a city with unusually high levels of police brutality.
