Description
In 1988, the state of Pennsylvania took developing company Edwards and Harper to court for misappropriation of funds. Edwards and Harper was hired to rebuild the homes on Osage Avenue, but the construction was shoddy and the work in no way reflected the price that the state had paid. Investigations proved that Ernest Edwards, one of the heads of the company, had taken over $100,000 for himself. He was sentenced to six to twelve years in prison and to pay $137,000 in restitution. Two years later, his appeal of the verdict was denied. This document contains the summaries of Judge Cavanaugh and Judge Olszewski who presided on the 1990 appeal. Despite the fact that Edwards's guilty verdict was upheld, the city made no further effort to improve the conditions of the buildings on Osage Avenue.
