The documentary Amateur Night at City Hall detailed Frank Rizzo's rise from deputy police commissioner to mayor of Philadelphia. Most lower-class white Philadelphians respected him and loved his tough stance on crime, while some saw him as a tyrant and a brutal racist. Arguably, groups like MOVE were formed in response to this "law and order" mayor and the violent tactics he employed as Police Commissioner.
